Hello, I am on a 491 Visa. I am the dependent on in a 491 visa and my spouse is the primary applicant. Due to some unavoidable circumstances my spouse is currently in the native country. Out of 5 years, our 16 months has already passed. Is it okay if I call my spouse later in Australia? Can I be the primary applicant at the time of 191 application? or is it necessary that ALL the visa holders have to complete 3 years? Please advise.
