Is it good idea to go for skill assessment without australian exp. But overall 2 years exp in india(civil engineer) and currently i hold mates visa.

Yes, if you are in Australia then you should go ahead for the skills assessment now. As soon as your progress ahead once you have Australian work experience, you can always consider it later. You do not need a separate skills assessment for the Australian work experience gained after your skills assessment based on offshore work experience. Wish you the best.
