Is the HAP ID generated after I pay the offshore 190 visa application fee or before I pay the visa application fee? Is there any chance that the HAP I'd be generated before the visa application fee payment?

The HAP ID for the offshore 190 visa is generally generated after the visa application fee is paid and the application is lodged online. For standard 190 applications, you do not receive a HAP ID before submitting and paying for your visa application. In rare cases, you can generate a HAP ID earlier by using the My Health Declarations service, but this is typically not available for 190 visa unless you receive a specific invitation.
