Skilled Independent visa (subclass 189)

What are chances for 90 points in Software engineer occupation for this round, I have 10 years of total experience which ACS has recognised however ACS deducted 4 years from it as suitable in skill assessment. Can I still claim all 10 years for points in EOI?

My nominated occupation is valid under Software Engineer and Developer Programmer. Kindly guide me if my profile is eligible and has a chance for 189 or Victoria 190 visa.

Can i add one more EOI for 189 by myself aswell? my agent have already lodged one for me, but am not sure that he done properly or not. Please reply, my agent told me don’t lodge another EOI.
